Bio/CV:

Vince is a first-generation Filipino immigrant, transfer student, and researcher at UC Berkeley studying Data Science (Social Policy & Law) and Public Policy. After earning associate degrees in Mathematics and Economics at Foothill College, he centered his work on health policy, healthcare access, and data disaggregation. Driven by his lived experience navigating fragmented healthcare systems, he is dedicated to expanding care access for underserved communities, dismantling bureaucratic enrollment barriers, and advocating for culturally responsive, multilingual services. As a Miller Scholar, Vince analyzes state datasets—including CHIS and Medi-Cal records—to expose service drop-offs and draft actionable policy briefs that support transition-age youth and marginalized groups. In his free time, he’s usually hitting the gym, finding good food around town, biking campus, snapping photos of random stuff, singing his lungs out, reading with music on, or taking a solid nap.

“Evaluating the Postsecondary "Disability Cliff": An Empirical Policy Analysis of DSPS Accommodation Density and Student Retention Across California Community Colleges”

Low-income students with disabilities face a critical institutional drop-off when transitioning from K-12 to higher education as affirmative IDEA protections expire and colleges shift to passive self-disclosure accommodation models. Analyzing 2025-2026 administrative data across 114 California Community Colleges, this project evaluates how campus concentrations of transition-age students receiving Disabled Students Programs and Services (DSPS) impact course retention and academic success. The findings reveal significant accommodation effect heterogeneity–where health accommodations strongly buffer course retention while autism concentrations highlight persistent transition bottlenecks–informing actionable Title 5 data-sharing reforms and proactive inter-agency support models.
